Repro steps
- 1.Open the Vega Editor at the default interface.
- 2.Input a layered Vega-Lite specification containing a secondary right-oriented Y-axis (e.g., 'claimCost') and set global axis config 'labelAngle': 0 under 'config': {'axis': {'labelAngle': 0}}.
- 3.Observe the placement and alignment of tick labels on the right-hand Y-axis.
Expected
Right Y-axis tick labels should render outside the plot area to the right of the axis line, maintaining standard horizontal alignment.
Actual
When 'config.axis.labelAngle' is 0, right Y-axis tick labels ('50,000', '100,000', '150,000', '200,000', '250,000') render inward across the right boundary line, overlapping inside the plot area.
Evidence
