Repro steps

  1. 1.Open CKEditor 5 demo page with toolbar dropdowns (e.g., HTML support demo)
  2. 2.Click on the 'Heading 1' dropdown button in the editor toolbar to expand the options menu
  3. 3.Observe that the currently active item ('Heading 1') receives an initial focus border
  4. 4.Move the mouse pointer over other items in the dropdown list (e.g., 'Heading 2', 'Heading 6')

Expected

The focus outline on the first/active dropdown item should clear or follow user interaction when hovering over other dropdown list options.

Actual

The blue focus border remains permanently visible around 'Heading 1' even while hovering over other options in the menu list.

### Description
When opening a toolbar dropdown (such as the Heading dropdown in CKEditor 5), the first/selected item receives a focus outline. As the user moves the mouse cursor over subsequent dropdown options, the initial item's focus border fails to clear and stays visually highlighted alongside hover states.

### Steps to Reproduce
1. Navigate to the CKEditor 5 HTML support demo.
2. Click the Heading dropdown in the toolbar (`Heading 1`).
3. Hover the mouse cursor over other options in the dropdown list (e.g., `Heading 2`, `Heading 6`).

### Expected Result
The focus outline on the initial item should clear or update appropriately when mouse interaction targets other dropdown items.

### Actual Result
The blue focus outline remains persistently attached to `Heading 1` regardless of which item is being hovered.
