Repro steps
- 1.Navigate to the Radix Primitives Popover documentation page (/primitives/docs/components/popover).
- 2.Click the trigger button in the demo preview to open the Popover.
- 3.Press the Tab key repeatedly to navigate through focusable elements inside the popover.
Expected
Tabbing past the last interactive element inside the popover should move focus outside the popover to the next focusable page element.
Actual
Tab navigation loops indefinitely within the popover, wrapping focus back to the first input field rather than tabbing out to the rest of the page.
Evidence
visualAt t=5.0s, the popover opens with focus automatically placed on the 'Width' text input.
visualAt t=11.0s, after tabbing through form inputs, focus loops back to the 'Width' input inside the popover rather than advancing to page controls.
visualAt t=17.0s-21.0s, tabbing continues to cycle focus strictly within the popover's inputs and Close button.

### Summary When navigating the Popover demo using keyboard navigation, pressing `Tab` cycles focus indefinitely inside the popover container rather than allowing focus to leave the popover. ### Steps to Reproduce 1. Open `/primitives/docs/components/popover`. 2. Click the popover trigger button to open the Dimensions popover. 3. Press `Tab` repeatedly to cycle through the interactive elements. ### Expected Behavior Focus should exit the popover to the subsequent focusable page elements after reaching the last focusable element in a non-modal context. ### Actual Behavior Focus wraps back to the first input element inside the popover, creating an inescapable focus trap during tab navigation. *Recorded with SceneRecap.*
